2023 was the first year for the comprehensive learning and implementation of the guiding principles of the 20th CPC National Congress, as well as an important year for BUA in which it successfully convened the 4th Party Congress and accelerated the building of a high-level application-oriented university with a focus on urban agriculture and forestry that is first-class in China and reputable worldwide. Over the last year, under the strong leadership of the Party Committee of BUA, all Party members and cadres, faculty members and students across the university made concerted and continued efforts to blaze a new trail, and forged ahead with courage and determination, leaving their marks in the process of BUA’s high-quality development, and achieving fruitful results. Learning Thoughts, Enhancing Party Spirit, Highlighting Practice, and Making New Achievements
BUA Comprehensively Advances Theme Education for Practical Results
BUA’s Party Committee carried out high-quality theme education according to high standards. It pressed ahead with theory learning, investigation and research, advanced development, organized inspection and urged correction, making continued efforts to drive deeper learning and understanding and combine theories with practice. The Theory Learning Center of the Party Committee organized 39 learning and discussion sessions. Secretary of the Party Committee took the lead to deliver 11 Party lectures and ideological and political lectures. The leading team conducted 139 first-line surveys, and proposed 34 corrective measures. The Party Committee also conducted special research on the “instant complaint handling” work, and resolved over 1,400 hard problems for faculty members and students, translating the outcomes of theme education into effective practice of providing higher agricultural and forestry education services in Beijing that assures the Party and satisfies the people. The Central Theme Education Leading Group Office conducted an in-depth report "The Party Committee Beijing Agricultural University Adheres to the 'Four Highlights' to Deepen and Consolidate the Theme Education" on its website.

BUA Successfully Convenes the 4th Party Congress and Develops a Blueprint for Its High-Quality Development
On September 2, 2023, BUA’s 4th CPC Party Congress was successfully convened, and voted members for the new Party Committee and Discipline Inspection Committee. Focusing on “What BUA Can Do to Build China into a Strong Country”, the Congress made a systematic plan for comprehensively building BUA into a high-level application-oriented university centering on urban agriculture and forestry that is first-class in China and reputable worldwide, and defined the “1956” development strategy and initiative, sounding the clarion call for BUA staff and students to start a new journey and build the new era. Actively implementing the “Five Projects”, BUA successfully held conferences on discipline construction, scientific and technological innovation, undergraduate student education and teaching, and talent cultivation for the new era, rallying forces across the university and driving progress of various undertakings.

BUA Successfully Passes the Basic Standards Inspection
Taking Party Building and Ideological and Political Work to New Levels
On March 17, 2023, BUA successfully passed the inspection concerning the Basic Standards for Party Building and Ideological and Political Work at General Institutes of Higher Education in Beijing. The expert team affirmed the outcomes of Party building and ideological and political work at BUA.
BUA’s Party Committee resolutely put the political building of the Party first, gave fully play to the core role of the leaders of the Party Committee, and made great efforts to fulfill its responsibility in ensuring the work related to ideology, security and stability. It reinforced the clear orientation of focusing on primary-level work, and kept deepening primary-level governance led by Party building. In 2023, it was included in the list of distinctive projects and cultivation projects of Party building and ideological and political work at universities and colleges in Beijing; and saw 2 CPC members and 1 primary-level Party organization awarded titles of “outstanding Party members, exemplary Party workers, and advanced community-level Party organizations”, 2 Party branches on educational work recommended by the Educational Work Committee of the CPC Beijing Municipal Committee for the appraisal of the 4th batch of “national exemplary Party branches for Party building”, 3 projects rated demonstration projects for the innovation of ideological and political work at universities and colleges in Beijing, and 6 projects included into the excellent demonstration projects under the “Double-Hundred Action”, an initiative where the faculty and students of the universities and colleges in Beijing serve the development of Beijing in the new era (the first among Beijing's universities and colleges by the number of listed projects). BUA held the 6th Teachers Congress and 7th Faculty Congress, constantly improving the democratic governance of the university. It created a healthy atmosphere, defined role models, established typical examples, and held the awarding ceremony for the “Most Beautiful BUA Members”. The school continued to tell "BUA stories" and authoritative media such as Xinhua News Agency and People's Daily reported on our school more than 500 times, a new high in history. Through the “Quality Improvement Year” initiative, it advanced the work style construction, and gained a stronger momentum with all people across the university being of one mind and working diligently to seek progress.

BUA Awarded the Tile of "Huang Danian-style Faculty Team"
for Outstanding Achievements in High-level Talent and Faculty Team Building
On August 31, 2023, the Ministry of Education released the shortlist for the third batch of Huang Danian-style teacher team building demonstration activities among national universities. BUA’s modern horticulture faculty team was successfully selected, an honor unseen in its history.
In 2023, BUA further stepped up the attraction and nurturing of high-level talents, and achieved a breakthrough in the independent cultivation of talents. It introduced three academicians and one senior expert from a renowned overseas enterprise on a flexible basis. Two of its professors were listed in the “Agricultural Talent” program, and two teachers named “Beijing’s Excellent Teachers”.BUA was approved for being funded by Beijing’s “Foreign Experts and Scholars” program in engaging foreign professors. BUA vigorously advanced the reform of the personnel system and performance-based payroll distribution system, with the mechanism characterized by more pay for more work and better performance further improved.

Ensures Ideological and Political Courses for Rural Revitalization
Consistently Improving the Quality of the Cultivation of New-type Agricultural Talents
BUA deepened the reform of “cultivating students by all throughout the course and in an all-round way”, and upheld equal emphasis on moral, intellectual, physical, aesthetic and labor education, to improve the quality of the independent cultivation of agriculture and forestry talents. BUA saw the size of newly enrolled students hit a new high, added three undergraduate programs, and applied for four guiding specialties related to new agriculture. It pressed ahead with the education and teaching reform, with two courses listed among the 2nd batch of national first-class undergraduate courses, and 33 projects approved at the state or municipal level. BUA kept deepening the reform of classified graduate cultivation, adding four special classes for professional master degrees. BUA ranked the first among municipal universities and colleges in terms of the employment rate of graduates.
Both faculty and students attended the “Mobile Ideological and Political Course”. More than 450 teams and more than 2,500 faculty members and students participated the summer social practice and the “rural revitalization” initiative, staying ahead of other universities and colleges in Beijing by the number of awards, and achieving fruitful results in serving rural revitalization. BUA was named the excellent organization under the “Earnest Practice Program” for rural revitalization launched by the Central Committee of the Communist Youth League in 2023. Its “Qingmanggu Team” was honored the excellent team for the social practice of “bringing culture, science and technology and hygienic health to the countryside", a nationwide campaign. BUA selected excellent innovation and entrepreneurship projects for sci-tech innovation events such as the “Challenge Cup” competition, winning 47 awards of various kinds, a new high in history.

Beijing's First Guide Dog Training Base Established at BUA
Contributing to Promoting People's Well-being and Serving the Development of Beijing in the New Era
On December 3, 2023, Beijing Disabled Persons’ Federation, Beijing Municipal Education Commission and BUA jointly launched the plaque awarding event for a guide dog training base under the theme of “Creating a Barrier-free Environment for Guide Dogs”. Wu Weihua, Vice Chairman of the Standing Committee of the National People's Congress, Chairman of the Central Committee of Jiusan Society, and academician of the Chinese Academy of Sciences, Li Dongmei, Vice Chairman and Vice Director General of China Disabled Persons’ Federation, Hou Junshu, Deputy Director of the Standing Committee of Beijing Municipal People's Congress, and Liu Yuhui, Vice Mayor of Beijing, jointly awarded the plaque of “Beijing Guide Dog Training Base”, marking the official establishment of Beijing’s first guide dog training base at BUA.
Attending leaders spoke highly of BUA’s efforts to leverage its disciplinary advantages to advance the building of the guide dog base and boost the cause of disabled people in Beijing. Liu Yuhui, Vice Mayor of Beijing, affirmed BUA’s work and achievements in leading high-quality development of the university with high-quality Party building, as well as talent cultivation, scientific research and social services. BUA's New Interdisciplinary Platform with a Focus on Urban Agriculture and Forestry Approved
Expected to Steadily Advance the Differentiated Development of BUA's Featured Disciplines
On October 8, 2023, a team led by Li Yi, Deputy Secretary of the Educational Work Committee of CPC Beijing Municipal Committee and Director of Beijing Municipal Education Commission, visited BUA, conducting an investigation on work related to classified development and assessing the plan for building an new interdisciplinary platform at the municipal university. Li Yi gave praises to BUA's achievements in cultivating new-type agricultural talents and building disciplines and specialties related to urban agriculture and forestry. The expert team unanimously agreed on the plan for building the new interdisciplinary platform with a focus on urban agriculture and forestry at BUA, and approved RMB 100 million of funds for the project.
BUA made solid efforts to advance the building of the platform. It developed management measures, earmarked special funds, set up a dedicated work team, and defined five interdisciplinary directions, to press ahead with the research on urban modern agricultural and forestry technologies, and steadily drive the differentiated development of its featured disciplines.

Scientific and Technological Innovation Empowers Rural Revitalization
and Promotes the Modernization of Agriculture and Rural Areas in Beijing
In 2023, two teachers were approved for the key R&D program in China’s 14th Five-Year Plan Period, and granted more than RMB 90 million of funds, an honor unseen in BUA’s history. In 2023, BUA won seven municipal-level awards for the promotion of agricultural technologies, and was given an award for vegetable processing at the provincial/ ministerial level for the first time; 76 teachers were named industrial envoys under Beijing’s “1,000 Experts Sent to 1,000 Enterprises” initiative.
BUA deepened strategic cooperation with the local communities, intensifying collaboration with Pinggu, Changping, Yanqing, Huairou and Miyun in an all-round way, to better serve the development of Beijing in the new era. It systematically deployed professor work stations, scientific and technological yards and doctor farms, and successfully completed the “100 Teachers Sent to 100 Villages” campaign. BUA’s practice of offering targeted paired assistance was included into the typical cases of targeted paired assistance provided by Ministry of Education affiliated or provincial universities for three sessions in a row. It set up an interdisciplinary expert team to support the post-disaster reconstruction in Beijing, with the “BUA Young Task Force for Post-disaster Reconstruction” listed among Beijing’s young task forces.

During November 25-26, 2023, BUA undertook the 2023 Exchange Promotion Meeting of the Collaborative Innovation Alliance of Agricultural and Forestry Universities and Colleges in the Beijing-Tianjin-Hebei Region, at which the 10 Moves for the Coordinated Development of Agricultural and Forestry Universities and Colleges in the Beijing-Tianjin-Hebei Region and the 10 Initiatives for the Students of the Agricultural and Forestry Universities and Colleges in the Beijing-Tianjin-Hebei Region to Serve Rural Revitalization were released. The agricultural and forestry universities and colleges in Beijing, Tianjin and Hebei vowed to address issues together, strengthen collaborative innovation and comprehensively boost the quality of independent cultivation of talents, so as to better empower rural revitalization with science and technology, and write a splendid chapter with a focus on agriculture and forestry about serving the strategy of coordinated development of the Beijing-Tianjin-Hebei region.
In 2023, with a focus on promoting the coordinate development of the Beijing-Tianjin-Hebei Region and comprehensively advancing rural revitalization, BUA strengthened cooperation with Chengde, Xuanhua and some other regions in Hebei in an all-round way, vigorously carrying out collaboration on scientific research and social services, and training leaders for the revitalization of rural industries together, to set the “BUA Example” for serving the development of the Beijing-Tianjin-Hebei Region.

Thoroughly Practices the Faculty and Student-oriented Educational Philosophy

Happy Campus
BUA vigorously advanced the building of a peaceful, green, energy-saving, smart and happy campus to continuously boost the sense of happiness and satisfaction among faculty and students.
In wake of the floods caused by the heavy rainfalls in summer, BUA’s rescue team overcame all the difficulties, traveled over 50 km, and brought back safely all the students trapped in Puwa Technology Yard in Fangshan District at 3:00 AM. Amid the heavy snowfalls in winter, all BUA’s staff acted immediately after receiving the order, clearing “safe channels” for faculty and students, and the rescue team worked against the clock for eight hours, opening up “warm channels" for students. BUA also showed care to the students in the quake-affected areas in Gansu by providing green channels and delivering supplies, writing a touching chapter that showed BUA’s care amid the ruthless disaster.
In 2024, under the firm leadership of BUA’s Party Committee, all of us across the university will unite as one and work together to elevate BUA's high-quality development to a new height, and contribute BUA’s strength to serving the development of Beijing in the new era and powerful and effectively driving rural revitalization in all aspects.
